Managing Director

Frank Cerra has served as the Managing Director of BG&E for 10 years.

He is a structural engineer who began his career with Aurecon, before joining BG&E in 1995. His experience encompasses an impressive portfolio of – commercial, mixed-use, retail and residential towers, hotels, and healthcare and education facilities – throughout Australia, the Middle East, United Kingdom and Europe.

Frank has a reputation for technical brilliance in tall buildings, specifically in concept design, value engineering and peer reviews. His expertise was a key contributor to BG&E being recognised by The Council of Tall Buildings and Urban Habitat, as one of the top 10 structural engineering firms in the world.

His career progressed from a technical role into management and a Board member in 2005, and in 2011, he was appointed as the Managing Director. He has guided BG&E through a significant growth phase around Australia and internationally as BG&E evolved from a small local business to an international business.

Today, he guides the business to achieve the objectives that are set out in our 2021-25 Strategic Plan. He has a firm focus on growth, our people, delivering high quality engineering, the betterment of society and delivering a premium client experience.

Frank is based in Sydney and also sits on the Board of BG&E Resources Pty Ltd and a number of the Group’s downstream boards. He is also a member of BG&E’s Investment Committee, People & Remuneration Committee and leads the Executive Leadership Team. He is a Fellow of the Institute of Engineers and a Member of the College of Structural and Civil Engineers, the Leadership and Management College, and the NER, APEC and IntPE (Aus).

He is a fan of the Manchester United Football Club, the national Italian football team and the St. George Rugby League team.

Emerging Business Lead

In January 2022, Joe Catanzariti was appointed as the Emerging Business Lead at BG&E. With more than 35 years' experience in managing engineering teams to design and deliver iconic building and infrastructure projects, and growing the New South Wales (NSW) business, Joe leads BG&E's national Asset Management, Construction Engineering, Digital Engineering, Traffic Engineering, Defence, Rail, Energy, Geotechnical Engineering, Timber and Water business divisions.

During his career with BG&E, Joe has fostered enduring relationships with clients, including with contractors and developers, private sector industry giants, architects, project financiers, and State transport and planning agencies.

He is motivated by mentoring talented professionals to deliver outstanding technical solutions for commercial projects, residential and mixed-use towers, retail centres, hotels, large-scale housing developments, healthcare and education facilities, and key infrastructure. He also continues to have involvement in overseeing the concept design of large-scale projects, as well as contract negotiations.

He serves as a member of BG&E’s Executive Leadership Team and Safety, Quality & Risk Committee, and chairs the Risk Management Group. He is also a member of the Institute of Engineers in Australia, the Board of Professional Engineers in Queensland and the Registered Building Practitioners Board in Victoria.

Joe is a ‘people’ person and a shining example of living BG&E’s values. He is also an enthusiastic supporter of cricket and the South Sydney Rugby League team.

Queensland/Northern Territory Lead

David Farah has over two decades of experience in the design, documentation and delivery of city-shaping transport, bridge and buildings projects, in Australia and overseas.

In addition to being a proactive Executive Director and member of the Executive Leadership Team at BG&E, David also serves as a Non-Executive Director of BG&E Resources Pty Ltd and Vesuvian Pty Ltd, of which BG&E is a major shareholder.

David is based in Brisbane and his primary remit includes leading BG&E’s business in Queensland (QLD), which was established 12 years ago and has grown to include offices in Brisbane, Gold Coast, Sunshine Coast and Townsville.

He works collectively with BG&E’s QLD team and clients, which includes – leading contractors, tier-one engineering consultants, property developers, architects and government agencies – to create projects that make a real difference to people’s lives.

David is a civil engineer who started his career with CPB (formerly Leighton Contractors), before joining BG&E. He has a proven track record for ensuring design excellence is deployed, including on a number of marquee projects in Southeast QLD: Cross River Rail, Pacific Motorway – Exit 49 Interchange Upgrade, Ipswich Motorway Upgrade Rocklea-to-Darra Stage 1, Veloway V1 Stage E at Holland Park West, and the state-of-the-art vertical campus, Inner City North Secondary College, among others.

He is dedicated mentor for junior colleagues, and a pro-active participant in various Board sub-committees and QLD industry peak bodies.

In his spare time, David enjoys spending time with his family, running and playing social Oztag.

Chief Financial Officer/Chief Commercial Officer

Paul Farrugia joined BG&E 2019 as the Chief Financial Officer/Chief Commercial Officer, and is a commercial executive with broad experience across finance, operations and corporate services. He is a Big-4 trained Chartered Accountant and has worked in international property and infrastructure, funds management and technology companies.

He has held several Board and Company Secretary roles and sits on the boards of a Sydney based Surf Lifesaving Club, a specialist HR consultancy and an investment company.

Since joining BG&E, he has been responsible for the Corporate Services team which includes the finance, ICT, people & culture, marketing & communications, and administration functions. He is focused on implementing governance structures, developing systems and processes which support operational efficiency, and promoting on-going growth.

Paul and his team work closely with the Group’s Directors and management to implement initiatives that build on BG&E’s success as one of Australia’s prominent consulting engineering practices with a growing international presence.

He was appointed to the Board in November 2021 and serves as the Company Secretary and Chief Financial Officer/Chief Commercial Officer. He is also a member of BG&E’s Finance & Audit, Investment, and People & Remuneration Committees.

Paul also invests his time in community-based activities and is a trainer in surf lifesaving and enjoys ocean swimming.

Director

Derek Heiden is an accomplished structural engineer who joined BG&E after returning to Australia from Vancouver, Canada, in 2005.

He has a wealth of experience in leading the delivery of major projects for clients in the Property, Transport, Education, Healthcare and Resources sectors throughout Australia, Canada and the Middle East.

Some of the iconic projects that Derek has contributed to include Melbourne Metro in Victoria, Realm Tower in Adelaide, Perth City in Western Australia.

After spending a decade with BG&E in Perth, in 2015, Derek relocated to Melbourne, established our Victorian business and fulfilled the role of Victoria Lead. He led the growth of BG&E’s Melbourne-based team to a size that can deliver building and infrastructure projects of significant scale.

Today, Derek assumes the role of Director and is excited about being back in Perth and helping to grow BG&E's ever-expanding business in the West and in South East Asia. He is also eager to make significant contributions to company's key commercial, risk and due diligence initiatives and to mentoring colleagues to implement the business strategy.

Derek is a member of BG&E’s Finance & Audit, and Diversity, Equality & Inclusion Committees, and the Risk Management Group. He is a also Chartered Member of the Institute of Engineers Australia and a Registered Professional Engineer in Victoria.

Derek is a positive and driven role model and mentor for our next generation leaders and is a passionate cyclist and open water swimmer.

New South Wales/Australian Capital Territory/New Zealand Lead

Matthew Ing has served on the Board since 2019.

He is a structural engineer who has worked in the United Kingdom (UK) and New Zealand prior to joining BG&E in 2015. His background is in bridge and structures design for infrastructure projects across road and rail.

Upon joining BG&E, Matthew grew the Sydney bridge team capability threefold and led the team to deliver large infrastructure projects such as Woolgoolga-to-Ballina Pacific Highway Upgrade, Glenugie-to-Maclean Pacific Highway Upgrade and Sydney Metro City and Southwest.

In January 2022, Matthew was appointed as the New South Wales/Australian Capital Territory/New Zealand Lead. With more than 18 years’ experience in providing exceptional outcomes for clients, he is firmly focused on continuing to deliver high-quality, innovative solutions for clients and shareholders, as well as helping his teams to navigate through the commercial and technical complexities of major projects and mentoring BG&E’s next generation of leaders.

Matthew is a member of Engineers Australia, and the Institution of Civil Engineers in the UK. He has an Engineering Doctorate for an ‘acoustic technique for detection of reinforcement corrosion’, and in addition to his directorship and operational responsibilities, he chairs BG&E’s Finance & Audit Committee.

Victoria/South Australia Lead

Rick Kreeck is the Victoria/South Australia Lead at BG&E and is tasked with raising the company’s profile and creating opportunities to undertake design roles on major projects for clients in the Transport and Infrastructure, Property, Ports and Marine, Water, Defence, Energy and Resources sectors. His approach is underpinned by mutually-rewarding trusted relationships with clients and other stakeholders, as well as by decades of experience in understanding client’s needs and helping them to achieve their strategic and project objectives.

He is a Director on the Board of BG&E and is Chair of the Safety, Quality & Risk Committee and the Diversity, Equality & Inclusion Committee. He also previously led BG&E’s Reconciliation Action Plan.

Rick has worked as Project Manager for the design consortium Arcadis BG&E Joint Venture for the Sydney Metro: City and Southwest Tunnel Station Excavation project, which delivered permanent structures, deep shoring retention structures, associated temporary works and site civil works for stations, dive structures and access points for 16-kilometre twin tunnels.

In 2012, Rick established the BG&E Materials discipline and he led the Materials Team in Australia for nine years until 2021 - growing it to its current status as one of the largest materials consultancies in the country. Under Rick’s leadership, the Materials team worked on projects in several countries around the world and helped clients to resolve technically complex issues.

Rick also played a key role on many major projects, including the Pacific Highway upgrade, Roy Hill, Ichthys, Sydney Opera House VAPS, Abu Dhabi Islamic Bank, The Opus and Wembley Stadium, and he provides Expert Witness services when required.

Prior to joining BG&E, Rick worked for more than 10 years at Readymix and Rinker Australia in a wide variety of roles, including work on some of Australia’s largest and most complex infrastructure projects, including CityLink Melbourne, Eastern Distributor, World Tower, the M7, Epping to Chatswood Rail Link and the Lane Cove Tunnel. He has lectured on matters relating to concrete technology, served on Standards Committees and managed the development of new concrete mixes that utilise recycled materials.

Rick also worked for more than five years as a Senior Manager at EY. He provided advisory services to key companies in the construction industry, including Meriton, Grocon, MacMahon Contractors, Hindmarsh Constructions and CIC.

A native Melbournian, Rick is well regarded by clients for his professionalism, technical and commercial expertise, and he has an affinity with fairness, transparency and integrity. Outside of the office, he is a keen runner, plays music when he can, and enjoys every moment spent with his family and friends.

Head of People & Culture

Emily Lowden joined BG&E in February 2021, in the role of Head of People and Culture.

Based in Melbourne, she has firm-wide responsibility for championing: talent attraction, engagement and retention, learning and performance, strategy development, policy formulation and risk management.

She hales from Woods Bagot Architects, where she served as the Regional People and Culture Manager and drew on her extensive experience in professional services and to successfully delivered both strategic and operational programmes.

She previously held similar roles at leading management consultants, Bain & Company, Forethought Research and Dun & Bradstreet.

Emily holds a Bachelor of Arts (Psychology) and a Graduate Diploma in Human Resources/Industrial Relations.

She is a member of BG&E’s People & Remuneration Committee, the Diversity, Equality and Inclusion Committee, and is energised by helping to nurture an inclusive, fair and fun workplace for everyone.

General Counsel

Adam joined BG&E in August 2022, in the role of General Counsel and is an astute legal executive with more than 15 years’ experience gained from private practice and in-house roles.

He is a solution-focused professional, specialising in commercial law, contracts, corporate governance, employment law, disputes and intellectual property, among others.

Adam has a successful track record in engineering consulting and professional services more broadly, recently serving as the Chief Counsel and Company Secretary (ANZ) at AECOM and Senior Counsel and Company Secretary at KBR. During this time, he provided strategic legal advice for construction projects, risk management, corporate matters and large disputes in the Infrastructure, Property, Water, Defence and Resources sectors. He has experience working across multiple jurisdictions including Australia, New Zealand, South East Asia, Europe and North America.

He holds Bachelor of Laws from the University of Technology Sydney and a Graduate Diploma in Applied Corporate Governance from the Governance Institute of Australia. He is a valued member of BG&E’s Executive Leadership Team and the Safety, Quality and Risk Committee.

Adam is passionate about building high performing teams and creating positive working environments. He enjoys spending his down time trail running, hiking, travelling and gardening.

West Australia Lead

Anthony Wood has over 25 years’ experience in Consulting Engineering with a background in the Transport sector, is a respected leader in the Western Australia (WA) infrastructure market and is the WA Lead at BG&E.

He has extensive experience in managing multidisciplinary projects and enjoys collaborating with clients, stakeholders and the community – as well as leading BG&E’s team in Perth, with confidence, humility and ambition.

Anthony’s approach to design aligns with BG&E’s values, and is underpinned by best practice technical excellence and his ability to galvanise talented experts including – transport planners, civil, structural, and geotechnical engineers, traffic modellers and network operations specialists, groundwater hydrologists and environmental scientists, Indigenous heritage specialists, architects and landscape architects, among others – to design and develop innovative solutions, for today and future generations.

He began his career as a civil engineer in Southampton, in the United Kingdom and relocated to Australia in 1999, working in local government initially and subsequently with SMEC, before joining BG&E in 2007.

Anthony is a valued Member of BG&E’s Board and in late 2020, he led the development of our 2021-25 Strategic Plan.

Head of Commercial Finance, Tax & Treasury

Robert (Rob) Di Qual joined BG&E in October 2019, as the Head of Commercial Finance, Tax & Treasury.

He has over 25 years’ experience in investment management, asset development, project and corporate finance, accounting and funds management, primarily gained from the Infrastructure and Property sectors.

Rob has a proven track record of success in commercial, risk and project finance having negotiated more than $5 billion of asset acquisitions, asset sales and non-recourse financing arrangements, in transactions in infrastructure, property and corporate facilities, across Australia, New Zealand (NZ), the United States of America and United Kingdom.

Prior to joining BG&E, Rob held senior roles at various market leading organisations, including Transfield Holdings. He was also one of the founding executives of Campus Living Villages, a fund specialising in the development and operations of on-campus student accommodation, where he served as the Chief Executive Officer, Australia and NZ, the Global Head of Development, Fund Manager and Chief Financial Officer of Campus Living Funds Management Ltd.

Rob helped to establish BG&E’s Finance and Audit Committee and is a pro-active member of the Investment Committee. He has a Master of Business Administration (Accounting and Finance).

In his downtime, Rob enjoys spending time with his family, cycling to and from work, and is a passionate fan of the Juventus football team.

Head of Information & Communications Technology

Daniel McGarry joined BG&E in July 2019, in the role of Head of Information & Communications Technology (ICT).

He has more than 20 years’ experience in ICT strategy development and execution, including overseeing infrastructure and operations, information and cyber security, enterprise application portfolios and management, data privacy and protection, ICT procurement, systems integration and more recently, in Artificial Intelligence and machine learning initiatives.

Daniel has specialist expertise in enterprise application management and sourcing, as well as sponsoring and project managing the delivery of Enterprise Resource Planning (ERP) systems.

Leveraging his passion for building and managing high performing teams, stakeholder engagement and business partnering, Daniel was the former Head of Information Technology, Asia Pacific at WSP and the Vice President, Global Application Services at Parsons Brinckerhoff in New York.

He is a member of BG&E’s Safety, Quality & Risk Committee and the Environmental, Social & Governance Committee. He has a Bachelor of Commerce and is a CPA, with international finance manager and management accounting experience.

Outside of the office, Daniel enjoys going to the beach and surfing, and rolling up his sleeves to renovate, build and paint.
